Adult Foster Homes

What is an Adult Foster Home?
An Adult Foster Home is a residence that provides accommodations, supervision and some personal care services for one or two unrelated adults. In the home, the resident is provided with a room, three meals a day, laundry services and reasonable transportation. Each resident participates in community activities within their own interests and capabilities.

Adult Foster Homes are certified by the Ohio Department of Aging, through Area Agency on Aging 11, Inc. In order to qualify for certification a foster home must:

Provide a safe and clean living environment; including:

  • handrails on stairways, inclines, ramps and open porches;
  • unobstructed passageways throughout the home;
  • non-skid backing on throw/scatter rugs;
  • grab bars in bathtub or shower;
  • suitable bedrooms with linens, closets and drawer space for each resident.

Additional certification requirements include:

  • a recent physical exam for the home caregiver and other adult family members
  • a financial stability statement verifying that the income of the home is stable and sufficient;
  • a fire inspection by the local fire prevention representative;
  • the ability to maintain a safe and secure environment;
  • written plans for emergency coverage;
  • a willingness to work with the Area Agency on Aging and its case managers.

Who are Adult Foster Home Providers?
Adult Foster Home providers are individuals or families who are willing to share their home and family life with a disabled or elderly person.

Adult Foster Home providers are eligible for training opportunities and technical assistance provided by the Area Agency on Aging.

Who are Adult Foster Home Residents?
Adult Foster Home residents are elderly or disabled individuals who need some supervision and assistance with personal care, but who do not require nursing home care. An Adult Foster Home allows elderly, dependent adults to remain in the community in a safe and supervised environment.

How are Residents Placed?
The Area Agency on Aging helps match providers with residents, but cannot guarantee placement of residents in a home. Each Adult Foster Home Provider, with the assistance of a case manager, will be able to interview potential residents before placement. The provider makes the final decision on who may live in their home. A congenial match is the key to the success of this program. After placement, a resident=s care and service needs are monitored by a case manager.

How are the Services Paid For?
The Adult Foster Home provider receives a monthly fee from the residents to cover room and services provided at the home.

The Residential State Supplement Program (RSS), is a cash supplement available to low income adults who are aged, blind, or disabled. To qualify for the RSS program, the resident must meet the requirements of a Protective Level of Care, meet eligibility requirements, and be living in a certified Foster Home.
